Identify teachers’ needs

Training and professional development are a must, but in order to maximize their effectiveness and help teachers to understand the values of training, these programs must be close to the teacher's needs. Campus-level leaders are responsible for monitoring and evaluating the team's expertise regularly so that they can know where the "gap" is. Based on that, they will orient the training in the most appropriate way. The understanding of the “gap” for training can be enriched through:

  • Lesson observations: to identify different needs of teachers and students
  • Focus group discussion with staff: to facilitate feedback from different stakeholders
  • Surveys: to collect a wide range of responses from teachers about their own needs
  • Investigation into teachers’ Individual Development Plan or Reflective Professional Development Plan
Develop training plans

The training plans must be data-driven and needs-based. They must have clearly defined and specific outcomes so that the training activities always gain educative values, instead of just being “meaningless work”. Also, they need to be SMART, as always required of a plan.


The following list presents main steps of making a training plan:

  1. Analyze training needs, compile a list of training topics and arrange them in the order of importance
  2. Develop training goals and success criteria
  3. Determine the type and format of training activities. This should be discussed with teachers to identify their preferred methods (workshop, training, buddy, mentoring, focus group, etc.)
  4. Consider the resources needed to deliver the training
  5. Develop the timeline for training activities
  6. Create training outline for each training activity
  7. Design and develop training materials
  8. Design assessments of the training
  9. Develop tools to collect feedback after the training
  10. Plan follow-ups after the training: to evaluate the effectiveness of teachers’ applying training contents into teaching practice.
